Apartment Retrofit Grant Deadline is June 30th

The City of Charlotte’s Neighborhood & Business Services Department would like to remind GCAA-member apartment owner/operators about the availability of grant money for retrofitting existing apartments.

While administered by the City of Charlotte, the grant was made possible through the American Recovery and Reinvestment Act (ARRA) and is designed to reach out directly into our communities to benefit citizens and business owners, as well as promote responsible use of energy and resource management. 

Apartment Retrofit Grant
This grant is designed to improve the energy efficiency of existing apartment complexes and multi-family housing units within the City’s Business Corridor Revitalization Geography.  Eligible expenses include HVAC, energy efficient doors and windows, recycling programs, bicycle storage and much more.  The City will reimburse a percentage of the cost of eligible retrofits and allow direct billing from the contractor once work is complete.  The total funding for this grant is $600,000, and no individual grant award will exceed $200,000.  For details and application materials, please click here.

Ask Congress to Oppose a Potentially Devastating Tax Increase on Real Estate Partnerships (”Carried Interest”)

Timing is Critical - Please Act Now!

Overview  

Congress is giving very serious consideration to an Administration-supported proposal that would significantly increase the tax burden on real estate investment partnerships by changing the taxation of the promote interest (also known as the “carried interest”) in those transactions. This could be potentially devastating to the apartment industry if enacted. 

 

We need your help to educate Congress about the chilling effect this large tax increase would have on the commercial real estate industry and the damage it would do to local economic development/revitalization efforts throughout the country. 

 

In recognition of the serious harm this legislation could have, both the U.S. Conference of Mayors and the National Association of Counties recently adopted official positions opposing it and urging Congress and the Administration to maintain current law.

 

Background

 

The House has passed a tax extension bill (H.R. 4213) that is paid for with a carried interest tax increase. The Senate-passed version uses a “black liquor” provision that taxes an alternative fuel used mainly in the paper industry.

 

The final bill was expected to drop the carried interest tax increase and adopt the “black liquor” provision; however, the new health care law used “black liquor” as a funding source. Because that revenue source is now gone, there is now more pressure on House-Senate negotiators to enact the carried interest tax increase provision.

NMHC Releases Annual “Top 50″ Lists

N.C. Accessible Parking Rules

In mid-March, the Building Committee of the North Carolina Building Code Council met in Raleigh to discuss recommended changes to accessible parking requirements. Following an engaging exchange between committee members, N.C. Department of Insurance staff, and AANC/GCAA representatives, the committee voted to accept the International Building Code requirement that 2% of parking spaces at multi-housing properties be accessible, with the further proviso that at least one such space be earmarked to serve Fully Accessible apartments, regardless of local parking requirements for parking spaces per dwelling unit. This is a reasonable and encouraging development. There will be a Public Hearing on this subject in Raleigh on Monday, June 7th and that the written Public Comment Period on this issue expires on July 16th.
